Unauthorized charges to my older PayPal account!

Hi to all.....recently, my lap top kept getting slower and slower...to a point it wouldn't even load Windows 10. It basically crashed. I contacted a local tech, he eventually had to pull the hard disk and erase every thing. He reloaded Windows 10 and I was then able to reload my apps and sites...except for PayPal. It would not accept my password?... Then, I received several messages that there were at least 7 new charges amounting to almost $400.00 to my account.
I have tried and tried to contact PayPal about it, but without my password, I couldn't even access the page to report it. So, I opened a new account and still cannot access my old account to shut it down, nor, report fraud on that account.
Totally frustrated at this point! Can anyone please help me resolve this issue? Obviously, some hacker got in and has changed my password.

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.
