Unauthorised payment, unhelpful customer service

I have had 2 unauthorised payments come out of my account for nearly £1000, PayPal have came back and said they aren’t unauthorised. After 2 weeks of them looking into it, I called them for a total of 5 hours today. Either I got cut off after a lady agreed that yes they were unauthorised and I needed a refund, then was asked to wait while someone called me back and also put backwards and forwards to various different departments. After all of that, I have got nowhere. I honestly don’t know what to do.
