I registered in paypal only today 9/9/2021 , I never used paypal and did not connect my credit card to the app. the only reason I registered in paypal is to find a way to contact the website , I called the united state so called call center they declined to take my call . no available email address in their website.
paypal deducted today it self before I register an amount of 0.396 omani rial at PAYPA[Removed. Phone #s not permitted]then immediately reversed the amount (on 9 july 2021 , 5:42 pm oman time). then deducted 35.646 omani rial at PAYPAL <removed> (on 9 july 2021 , 5:45 pm oman time).
can someone explain how can amount be deducted by Paypal from a none registered person. and the card not linked to anywebsite. and I never used paypal to pay any merchant.
