Unable to withdraw after 2 years

Hello,

I have a Qatar PayPal account that was limited about 2 years ago. I know that PayPal holds funds for about 180 days after a permantely limited account. However it has been well passed this time frame. I have a decent sum of money locked up and when I go to withdraw it tells me to contact support. Great, however Qatar PayPal support is very poor. I can't seem to find any contact information and I've sent a message through the message center with no response at all. I can't seem to find a good line to call because I am now based in the U.S and when I call the line that was given to me by support, it just redirects me to a North American line. Then they transfer me to Qatar and since the time zones are vastly different, the lines at Qatar PayPal are closed.

Seriously this is an issue and I need someone to be able to help me out here. This money has now been sitting for far too long and I am becoming irritated that I can't access my funds. Somebody please help. Thanks

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in OR you need to use the number on the Qatar site and not U.S one).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).

I understand your frustration. To address this issue, you may want to try the following steps: Check PayPal's Website: Look for any updated contact information for PayPal support in Qatar. It's possible they may have changed contact details since your last attempt. Call During Qatar Business Hours: Try calling during Qatar business hours when their support lines are likely to be open. Consider using an international calling service if needed. Email Support: If available, try sending an email to PayPal support in Qatar, explaining your situation and providing all relevant details. Social Media: Check if PayPal has an official social media presence in Qatar. Sometimes, companies respond to inquiries made through platforms like Twitter or Facebook. US-Based Support: Since you are now in the U.S., you may try reaching out to PayPal's U.S. support to explain your situation and inquire about the funds locked in your Qatar account. Remember to remain persistent and keep records of all communication attempts. If none of the above works, you might want to consider seeking legal advice or contacting relevant regulatory authorities.

If you have been told your Paypal account has been permanently limited then Paypal tends to hold any funds for 180 days. This is the same time frame that buyers have to open Paypal disputes.

If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, account is in your legal name and the account is registered in the country where you reside.

So your best option is to contact customer services. Go to the paypal Qatar site but do not log in > use the guest option to phone but as you have moved country you may not have any luck.
