Trying to submit identification documents

Hey So I'm new to PayPal and I'm trying to upload my identification documents (specifically my birth certificate) but whenever I try to, it won't upload. It just loads endlessly, for hours and hours. Is there a way to fix this?

Normally, this can be resolved by trying another browser or clearing your cache and cookies in your current browser.
