I'm trying to open a dispute in the Resolution Center, but it does not give me any options and I cannot proceed. Please advise. Thanks

You are using a paypal account registered in Cyprus, that countries paypal account is often used by people in countries that do NOT support paypal like Pakistan etc to try and get around the block.

If that is what you are doing then that may well be why the account is not working properly?
