The seller is intentionally not accepting the cancellation request

I sent the payment to the seller, but they told me to cancel it 'cause it wasn't F&F. When I requested the cancellation, they ain't pressing accept. So, am I supposed to wait till the 31st? And they're like, 'yeah'. Well, I'm just sittin' here, watchin' this whole mess, feelin' plum mad and wronged, 'bout ready to cry a river. Dang it, can ya even believe there's folks like that out there? Shakes my head, I tell ya. Sounds like a joke, right? But what's scary is that this is a real story actually happening to me right now.

Its lucky that you didn't send using friends/family as its against paypal rules to use that option to purchase things and also it negates your buyer protection. So if you had sent using friends/family then the seller could have just not sent anything and ignored you as they would know there was little you could do about it.

 

So if the payment is showing as completed in your paypal account (and not unclaimed) then all the seller has to do is click on 'refund' bottom of the details page of that transaction and send it back to you.

 

If they don't then you can open a dispute for non receipt of item.
