Sorry we can't recognise it's you

I wanted to make a new account with my business email address and it says I already have a personal account with that email so I thought maybe I created it sometime and forgot. Okay, no problem, I will just use "forgot password" to reset it and work from there. But when I try to reset my password and enter the new email and press the button to reset the password I get a message " Sorry, we can't recognise it's you". I mean, how? why? I am just trying to recover my password and they say they don't recognise me. there's no logic there. I don't know how to fix this.

Do you have a mobile (not landline) phone issued in your country and registered in just your name verified on that Paypal account?
Paypal are using mobile phones for i.d requirements for logging in and withdrawal funds for extra security measures.
