Someone has added an UNAUTHORIZED BANK to my account. How do I report this??

A few weeks ago, money was transferred from my PayPal account to a bank account that IS NOT MINE. Fortunately, the error was caught and rectified. Now, that same bank account is once again attached to my account, and is the default account for transferring money. Fortunately, I noticed this before transferring. My concerns are: WHY does this keep happening? I notified PayPal that it was a fraudulent account, it was removed, but apparently getting re-attached to my account was no problem whatsoever. And, HOW do I report this, other than on this message board? All of the other options don't seem to list my particular problem. (Being over-automated is NOT a good thing. Just saying.) Surely there is a way to contact an actual person?

Did you change your password and security questions after the first time it was added?
Have you run an anti-virus and malware scans on your computer?

Yes, and yes. The problem is not ME. The problem is PAYPAL making it too easy for this sort of thing to happen, and then having no way to contact them to report a specific error.
