Situation regard ukrain seller and other country buyer,wait or refund?

Hi,i am from Malaysia ,ordering some cosplay stuff from a Ukrain propmaker which i found on Etsy website,but since nowadays on going Ukrain Russia war,the seller did told me that during this period(not sure when will end,maybe will take months) they couldnt recieve or send out money,and i already did payment to them before this situation happen,i am not sure should i report it to get refund or just wait...

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

However the friends/family option is not available in every country.
