Sellers protection settings to disable buyers who put us at risk.

Is it possible to block paypal transactions from happening if the transaction is going to result in us not being eligible for seller protection. How is a buyers paypal profile even allowed to purchase anything if it puts the seller at risk of fraud.
Surely we are missing something here, we were under the impression that seller protection "protected" us. We have just now been made aware of a transaction that was fraudulent and it doesn't look like there is anything we can do about it, it looks like PayPal wont cover it. Turns out not every transaction we have been receiving is eligible for sellers protection, this is just ridiculous, how can PayPal have allowed it in the first place?
I can't find any backend settings allowing me to screen buyers that appear to have an increased risk, I don't even get notified when there's an issue.
Are we missing something, any guidance here would be great.

The idea is to read paypals seller protection policy and then risk assess your transactions.
Paypal can't cover both seller and buyer 100% so they give 'some' seller and 'some' buyer protection and you decide yourself if you want to go ahead with a sale or purchase.
Even credit cards don't cover you 100$ and have terms and conditions.
Advice is voluntary.
