Seller scamming me - expects me to pay for return shipping

I ordered an item for $108.43 Canadian Dollars.
The seller sent me something completely different. I disputed this with PayPal saying I received a far inferior product that is nowhere near what I thought I was ordering.
Seller is now willing to refund me my full amount, IF I ship the item back. Tracked shipping to China costs roughly $100 CAD.
HOW AM I ON THE HOOK FOR THE SHIPPING COSTS WHEN I'M THE ONE WHO WAS DEFRAUDED? I literally end with almost NOTHING.
Should I issue a chargeback with my credit card company?
Will issuing a chargeback blacklist me from using Paypal in the future?
I have no issue returning the product, but the seller should be the one sending me the return shipping label.

I just realized I fell for a scam many before me have fell for and this is the product I was scammed over:

I should also add that the product according to the shipping label seems to have come from Mississauga, Ontario, Canada. Yet I'm supposed to return the item to China?

I understand you're looking to get refund for receiving a different product. In Significantly Not as Described Claims, PayPal may require you to ship the item back to the seller at your expense and to provide proof of delivery to process the refund. Without return shipping confirmation, PayPal may not be able to issue the refund.
Once you escalate the claim, PayPal review the information submitted by both parties and will update you with the return shipping address to return the item back to the seller. If you've not received any update about the return shipping address, please contact the support team to get the details.
If you used your card to make the payment, you have the option to dispute the transaction with your card issuer. You must choose whether to pursue a dispute with PayPal or with your card issuer. As you have already disputed the charge with PayPal, I would suggest you to wait for the outcome. Please refer to the PayPal purchase protection policy for more information on dispute process.
