Seller refuses to cancel my order and refund my payment even though the item is not shipped yet.

Bought an item by goods and services but changed my mind since I found a better price. Contacted the seller and they won’t cancel the transaction and refund my payment. What’s the next step to take?

Paypal covers you for non receipt of item OR item received but not as described, unfortunately they don't cover buyer remorse.

Maybe offer to cover the sellers fees and accept a part refund so they don't lose out as it wasn't there fault?
