Seller received item back and but no refund

Item was sent back to India tracking was provided, seller opened a case after 10 days ok that’s fine seller won the case and my items were delivered back to him 2 days later, I appealed the decision and eBay ruled in sellers favor, I do not know how that is possible how do I get in touch with PayPal customer support I want to go through there money back guarantee

Did you open an Ebay dispute OR a Paypal dispute.

2 totally different companies each with a separate buyer protection policy.

Also if the SELLER WON then why would you return the item???
