Seller offered partial refund if i return the item??

Hello. The seller offered 20$ refund only for the damage if i fully return the laptop,looks like he is cheating,i cant agree to this,i will lose nearly all amount of laptop if i return it. Here is what i got: eBay Commerce Inc. has agreed to issue a full refund of $20,00 USD, once you return the item(s) associated with this transaction. Laptop itself costs more than 200$. Thanks

Did you open an Ebay dispute and if so did you just request a return or did you scroll down to 'not as described'?

Or did you open a paypal dispute? Have you escalated to a claim?

Have paypal told you to return it?
