I purchased an item and paid using paypal. I didn't receive any confirmation email. After a few days, I tried to raise a dispute and it says that item is delivered. It is a fraudulent tracking number because the item was delivered before I ordered it. Paypal denied my resolution because there was a tracking number.
How can I get my refund for this fraudulent transaction?

Call customer support and ask for an agent during operating hours. I had the same problem. The agent will call UPS to verify that the fraudulent tracking # wasn't address to you then once UPS confirms with PayPal that the tracking is fraudulent. PayPal will close the case and charge back your payment.

This was over a year ago. PayPal customer service was closed due to covid. It sucks to think that PayPal doesn't protect your purchase. Absolutely terrible service from PayPal. Once I've spent all my balance, never using PayPal again.
