Seller fraud, prevented from making a feedback… How does this happen?

I made a buy-it-now purchase and immediately paid.
Unknown to me until some days later, the seller re-lists my sold/paid item the very next day for a higher price. The seller continued for days afterward to make notices to me that the deal was still good, and that also implied that the item was in the process of shipping. This of course never happened, and no tracking number was ever given me in spite of repeated requests.. No shipping partner ever got the item delivered into their hands, and at length the seller finally provided a notice of cancellation and refund a number of later. This seller’s behavior demands a true feedback, but somehow (?), I have been prevented from being able to do so because this crooked seller knows how to “Game the System”.

By what route can I leave a feedback on this paid and completed sale?

Sorry, I thought they had a business link, or at least in the past they seemed to.
This seemed to be the only link listed from eBay that allowed a conversation with a true human entity.
