Seller doesnt deliver, and when confronted will not refund!

I ordered a Vtuber Model from the buyer on Feb 20th 2021, but on Sept 19th they deleted all accounts, and when I tried to dispute it, I couldnt cause it was past the 180 days. I then got in contact with the seller, who has been saying "Ill be scheduling a refund" but everytime I ask them about it, they say "Oh I had to refund someone else and cancel yours!" Is there anyway I can get some help here?

No, because it’s beyond 180 days. If you paid by credit cards, you can see if you can do a credit card chargeback.
