My PayPal account was upgraded to business account, was added a debit card, converted $400 and more from Php to USD, then sent to the debit recently linked to the account ALL of this in one month. ALL of these not sending any mail to me, and then when I reported, they closed it as "consistent" to my transaction history! Mind everyone that this all happened within one month. Now, they didn't downgrade my account to personal, they didn't get my money back, and they didn't address the account breach! What to do? Can I sue PayPal for this? I mean, we do pay them for their service fees and all and now when I lose money, they won't help me?

Could be some malware on your devices making it vulnerable. PayPal have enough money for state of the art security and do not click strange links or visit fake websites. PayPal check IP address, account activity, etc.
You can ask for another in-depth review, asking for a restriction for malware and you do an anti-virus check.
