How can you tell if someone is a scammer I'm wanting to buy stuff from the US through PayPal and I'm in New Zealand as they don't sell what I'm wanting here in new Zealand or Australia ie shoes?

Do a web search of the site name/merchant for any scam reports.

If you end up paying someone who did not ship your order or the item received is significantly not as described, you may open a PayPal dispute.
