Scammed

I recently bought a google voucher from a seller. When I tried to use the voucher google said it was fake and invalid! After weeks going back and forward with google and PayPal who both refuse to help, I opened a dispute with the seller. After about 5 days PayPal finds in the sellers favour even with all the evidence proving the voucher is fake. They said it wasn’t covered under buyer protection. What can I do to get my money back. How is PayPal letting sellers sell fake vouchers and simply stealing money? I have used PayPal for many many years but not any more. I’m going to try and do a chargeback through my bank but if that fails what are my other options? Tia
