Firstly, I'm sorry to hear about what has happened. You should see the recipient's email address in your Transaction Details page.
Remember that our protection is just an extra layer of security. Depending on the funding source that was used, your bank/card issuer may be able to assist you in opening a new dispute on their side.

If you paid using goods/services you can open a dispute via the resolution centre in your paypal account.
If you used the friends/family option then you sent a gift of money and so have no buyer protection.
However IF you funded that payment via a credit card then your card issuer may help you, however they may well refuse for the same reason ie that it was a gift payment and not a payment for goods or services.
If you used f/f and did not use a card then you are reliant on the other party refunding you.

Unfortunately PayPal endorses scammers on their platform. I was scammed today, not knowing that there is no recourse when paying F&F. A company as big as Paypal should be ashamed and should be working to solve this problem, not telling me to take it up with my bank. I'll be closing my account and encouraging everyone within earshot to do the same.
