Paypal sided with a company that advertised garments that are nothing like you receive and they sided with the scammer

Paypal gives some buyer and some seller protection. They are the middlemen so they could never offer 100%  protection to both parties.

 

With items received but not as described the items have to be ''significantly'' other than as described. So if you bought a dress and got a dress then they don't get involved in quality issues.

 

However that would not take away your legal rights to pursue the seller in the small claims court but that may only work if your seller is in your country. Most times the scammers are selling on Social Media tat or fake stuff from China. Its legal to sell fake stuff in China.

 

So you could try your card issuer if you funded your paypal payment that way? Although they have been known to turn down claims from China merchants as it was you that selected to purchase from that merchant, worth a shot though?
