Thank you for your post and for joining the Community Forum. I'm sorry to learn that you've received a fraudulent interaction, and I'm very glad that you thought to come here to ask for advice.
This is a common scam called an Overpayment scam. PayPal does not charge anything to upgrade an account, and any fees for receiving payments are automatically assessed.
