Scam vendor - Payment dispute closed without resolution

I made a purchase from SportsDecalPro  (http://www.sportsdecalspro.com)  and found out within an hour that the site was a temp put up by a scam company; the listed vendor above had *nothing* to do with the web site I visited, the product I purchased, or the company name. I verified with the legitimate company that had that brand name that this site was fake and the vendor was a scammer.

 

After submitting a dispute with Paypal, my case was closed the next day saying that the purchase was valid, which is incorrect. Since my case was closed, I cannot open any new case, the product obviously never arrived, I reported the web site to spoof@paypal.com, and I've been reporting all of the fraudulent ads that they run on Facebook as I see them. 

 

I've tried multiple links in Paypal but cannot find any path to appeal my closed case ( Case ID: PP-I-15867845 ); I'll try to call the support phone number, but my only other option is to call an attorney. I've followed every suggested step that Paypal offers and each option link leads to a web page dead end.

Which dispute did you open? Non receipt OR not as described?

I hope it wasn't a dispute for unauthorised as ........................


A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction.

You are only allowed 1 dispute per transaction so the only way you can get a second dispute opened is to contact Paypal (when and if you can) and see if they will open a second dispute for you.
They may decline citing policies but if you say what happened then they might open a second dispute for you.

If not then if you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?

I called their phone support and explained how I first submitted a claim vs. what I found out afterwards; they re-opened my claim, changed the reason to 'item not received', and notified the "vendor". Presuming either no answer or a fraudulent answer, they'll refund my $$ and sanction the vendor. I just have to wait the 7-10 day window for the vendor to reply.

Seems off if you opened a dispute for non receipt of item (which be the only one you could correctly open) that paypal would close it, did you escalate to a claim or did it auto close?

I originally opened a dispute as "unauthorized transaction" but they found the transaction valid and closed the case, leaving me no further recourse.

I called their phone support, explained that the vendor and web site was faked and that my purchased product never arrived (as expected); the rep changed the reason to "item never arrived" and reopened the case. The vendor was given 10 days to respond to my claim or they will refund me in full.
