Scam and Paypal no help!

Beware, fake tracking sites. I purchased an e-bike from a Chinese Seller but never received the item. When i dispute the purchase, Paypal automatically closed my case because the seller provided a tracking number that said delivered.

 

here is the problem.

 

On an official China Post tracking site it said the item was delivered, but no indication of location that was delivered. information was vague. Clearly in my opinion the information could be rigged. Why did it not say delivered and with location indicating Canada as the region? When I inquired with Canada Post and they have no record of that tracking number.

 

The item was $79.60 USD for a full Size E-bike, Amazon would have cost $250 plus.. Too good to be true of a deal? I was thinking there is a 50/50 % chance that is a scam at the time of purchase. Hey i am paying with Paypal and i get protection right?

 

I am demanding Paypal reopen the case and have the seller provided proper proof of delivery with signature. Including information from Canada Post that indicate the item was delivered and signed.

 

Beware if you think Paypal can protect you in a scam. Scammers are smarter!!

 

Should Paypal refuse to reopen my case , I will never use Paypal to make another purchase! i lost $79 but Paypal will be the ultimate looser if the case not resolved!

 

tracking in question is AQ522622495CN, Must use official China Post to Track.. you will see unknown location that was delivered.

 

Any Admins can help here?

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Hello.....I purchased something from China and the tracking number said delivered but it wasn't. Tracking also has no delivery address. I have contacted the person who sold me the item three times and I haven't heard anything.  I reported it to Paypal and they said wait to hear from seller.

What can I do?
