STOP A PENDING PAYMENT -My daughter was scammed

I dont know if Im asking in the right place but here goes. So yesterday my daughter who is vunerable was scammed out of £90 for tickets for a concert. She was approached by someone offering tickets and sent my daughter a SS of the tickets and asked her to pay friends and family, my daughter had never used paypal before to pay direct online only when buying through ebay. The seller said she had to pay friends and family because its the only way she could get the money. So my vunerable daughter paid that way. The seller said she hadnt got the payment it was showing as pending, and could she resend it, luckily my daughter declined. The payment is still pending she hasnt received the tickets but the person supposedly selling these tickets was called Susan [removed], when the payment was sent it went to someone called Kibet [removed] obviously an Aftican Scammer. My daughter ask for a refund and he/she said it had been refunded which after speaking with paypal today it hasnt. To cut a long story short someone else tried selling my daughter the same tickets under the name of Hannah [removed], when she sent her paypal email address it was the same one that Susan had sent. We queried that and she sent a different email, that we found out belonged to a Moraa [removed], then low and behold another person called Alex [removed](See the connection on names) tried selling my daughter the same tickets, her email was again the same. My daughter didnt recieve the tickets and the person she 'bought' them off blocked and deleated her on FB and messenger, she/he/it still has my daughters pending payment which is due to clear shortly. We spent over 2 hours trying to sort this out with Paypal this afternoon and they wont budge, they wont cancel the payment or check out the persons account. We were also to contact the seller and ask for a refund, we tried that and it said we wasnt authorised to do so, we also sent a message to Kibet [removed] and asked for a reefund, like we explained to paypal hes a scammer hes not going to respond is he! They said we had to speak with daughters bank. We done that last night and they said only paypal could stop the payment so we are going round in circles. Yes I know she shouldnt of paid friends and family but my daughter wasnt aware and she was buying the tickets for me as a birthday present. The other issuse she has is she has a small amount in her paypal balance she tried to withdraw that this afternoon to her bank she was denied, she tried sending it to me and they wouldnt allow her to use her paypal balance. Its her money! We said to paypal ... PAYPAL ARE AS MUCH SCAMMERS AS THE SCAMMERS ARE! Anyone offer any advice please

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no buyer protection as no goods or services should have been exchanged.
If he was not a close mate or family member you should never use that option as it enables the seller to evade paying his Paypal fees and negates your buyer protection at the same time.
You would also not be able to open a dispute (apart from one citing an unauthorised transaction), which would be automatically closed as you did authorise the initial payment.
Be careful as using that option for purchasing goods is against Paypal rules and can lead to account limitation.
If you funded your Paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.
Paypal legally cannot stop a paypal payment which was authorised by you (or your daughter).
Advice is voluntary.
