I want to return items purchased that didn't work as described. How can I go about getting postage to return it ?

You can go to the post office and they can quote you a shipping price. I HIGHLY recommend tracking & signature verification. That's the easiest way to go about it if you are responsible for return shipping costs.

 

Now if the seller is responsible, they should email you a prepaid return shipping label. I hope this help you.

I thought PayPal offered free postage for returns ? Maybe I read wrong, I thought I saw it somewhere.

But does Australia Post accept PayPal for postage?

All the links I can find do not work scammed by a Chinese seller and PayPal are no help at all. I will be closing my account after using it for many years, no protection for the buyer.
