Firstly Ebay and Paypal are 2 totally separate companies with 2 totally separate buyer protection policies.
Ebay.
You had up to 30 days to open an Ebay dispute for item received but not as described (which is not a return request) and then Ebay would have told the seller to provide a prepaid label to return the item for a full refund.
Paypal.
If you didn't bother with Ebay or were too late to file then with a Paypal dispute if you win then..........
Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.
You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
Advice is voluntary.
