Resolution reversal

I purchased a few items from Vitacost. After 8 or 9 days I contacted them to ask for a tracking number. When I finally told them to cancel they kept saying they couldn't because it was already shipped. They finally gave me a tracking number and the shipping company never received it to ship. I filed a dispute with PayPal and a week later Vitacost sent me an email they were returning my money. The week of Christmas PayPal contacted me that they reversed the credit card want me to pay. I contacted Vitacost and they said they returned the money to take it up with PayPal, but I can't actually talk to anyone as they closed my dispute. Does anyone know who I contact that regulates PayPal since there's no way to contact PayPal? I'm paying my balance and closing after this, but they are showing that I owe them for this order that never happened.

I'm sorry to hear you still haven't received your refund and that you're unable to reach Customer Support. If you were notified that the refund has been processed, it'll take an average of three to five business days to reflect back in your original payment method. However, some financial institutions can take up to 30 days or a full billing cycle to update it. You can learn more on our Help Center here

If you still need to speak with Customer Support, you can find a few different options by selecting 'Contact' at the bottom of any PayPal webpage. Customer Support is also available through X (Twitter), Facebook, and Instagram
