've been trying to reach Resolution center to take off the limit multiple times but the website is just stuck in the "loading" state endlesly and nothings happens. Even tried to do it on a different browser, it didn't solve anything.
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
