I placed a pre-order with KPopTown (in Korea) in June 2023. Because this is a pre-order, the product won't arrive until the end of the year. I paid up front the whole amount of the product plus S/H. Total amount is about $85. In Dec 20, 2023 KPopTown cancelled my order giving the reason as product is out of stock (??). They said they will refund the whole amount. I wait for a week without seeing any refund. So I filed a dispute with PayPal. PayPal just closed my dispute citing the reason is the transaction is too long ago.
I contacted the seller directly, requesting refund. They said that when they try to issue refund, PayPal won't accep their request since the transaction is too long ago.
I'm kinda stuck now. I cannot escalate the dispute since PayPal will shut down my case immediately because transaction is 6 months ago. I don't know what else to do. I'd appreciate any advice, tips on how to get my money back. I'm hesistant to use PayPal for this type or pre-order in the future.

You have up to 180 days to open a paypal dispute, you are over that time period unfortunately.
Whilst the seller can't use the 'refund' option as its over 180 days there is nothing to stop them 'sending' you a payment to your paypal email address or phone number. If they have the friends/family option they can use that so you are not charged a fee. If they don't have that option OR you can't receive that type of payment in your country then they would have to send it as a goods/services payment. This may mean you have to wait a while to receive it as it may be on hold and you would pay a fee.
Advice is voluntary.
