Hi, this is really embarassing to admit to, but I have fallen victim to a scam from someone in my community that I thought I could trust. I commissioned a costume from them, and was given the runaround, and now it’s too late to file a dispute. I know there’s likely no hope of getting my money back, but is there any way of contacting paypal to get their account taken down so they can’t scam anyone else? I just found out today that I’m not the only person they’ve done this to.

Action tends to be taken against accounts that have multiple claims against it.
You may be able to report a user via the acceptable use policy if they are advertising a service or goods and accepting friends/family payments but other than that no claim means the transaction doesn't count.
Advice is voluntary.
