Report a potential fraud and follow-up

I recently made a purchase on a website that looked very legitimate at the end of July and as soon as I saw the transaction, realized it's likely a fraud.  I had disputed the charges through my credit card since I never received a confirmation email of delivery or received the product.  Unfortunately, the company claimed they shipped it and had a tracking number so the card company charged me again.  As I never received it, I asked my credit card company to send me the documentation they were sent.  I followed-up on the tracking number through USPS only to find out they "delivered" to a completely different address.  I was fortunate enough that my postal service was able to confirm that it wasn't delivered to the correct address and I want to be able to report the fraud.  I believe it was fraud since even on my gmail, the email has been flagged as potential fraud and went straight to spam.  Additionally, I did some research on the email and it's been flagged by others.  The website seemed super legitimate and came up as the #1 ad on google.  At first blush, the website looks super legitimate, but the way they have themselves set up after looking over a couple different days, and seeing the transaction name on the credit card, I'm pretty positive it is a fake website.  I would like to make sure paypal is aware, and to prevent further transactions, but I have no way of reporting it as I didn't do it through my account but just the paypal services on their website.  Let me know how best to report.  Thanks!

You should have opened a paypal dispute then if that company gets enough claims against them then paypal may withdraw their services.

BUT most of the time they are in Asia and so just swap names and start over.

I had the exact thing happen to me on a website my father sent me via text <Removed> (which of course has been taken down as of now).  It also looked legit and I ordered a pressure washer like a dumb***.  Well once I already submitted the order in and used PayPal to pay I could tell it was a scam/fraud, but I gave it a few days to see what would happen.  I never saw my item so  I sent in a dispute with PayPal.  Of course they sent in a response to the seller which by the way was some chinese 163.com who responded with some fake tracking info that stated it was delivered to my zip code.  But of course it doesn't show an address through USPS.  Well I never could reach USPS online and now they state it is resolved and I am out all of my money.   Of course PayPal won't look into it any further or help and I have been using PayPal for many many many years with no problems, so they should trust me.

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Don't give up APPEAL.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?
