Reopen dispute as it was closed by myself for mistake

I bought an item on ebay. It wasn't send. My account on ebay was suspended, so I can't get any help there. I've opened a dispute to transaction here. But I've closed a dispute because the seller asked me to do that as he would make a refund. But didn't do that. I can't reopen the dispute once more. Now I have no item nor money nor opportunity to open a dispute for them. What should I do now?

If you had to close a case to get a refund then it would be pointless opening one.
NEVER close a dispute / claim until you have a refund.
If the seller issued a refund then that would close the dispute automatically.
If he doesn't escalate to a claim.
Do not close it or he can ignore you and you can't open a second dispute OR re-open a closed one.
Advice is voluntary.
