Refused shipment for a misdeclared values in commercial invoice

I purchased an item from a US-based seller on the 1stdibs website. The item arrived with a significantly inflated declared value( higher value than the amount I paid which means I needed to pay more taxes than I should be paying). As a result, I chose not to collect the package, and it was subsequently returned to the seller. During its return to the US, the package incurred customs fees, which I agreed to pay, and 1stdibs has already charged me for these fees. However, even after 12 days, the package is still held in customs, and DHL assistance states. that customs fees need to be paid. How likely that I will get a refund if I file a claim in paypal?

I understand you'd like to learn more about filing and winning a case through PayPal's Buyer Protection Policy, and I'll be happy to provide some information. I certainly understand your reasoning for refusing the item. It is the merchant's responsibility to ensure that the item is delivered, including paying any extra customs fees or taxes upon delivery. 

If the item was refused and returned under the same original tracking number, then there is a chance an Item Not Received claim would be found in your favor. However, if you had received the item and then it was returned at a later time using a different tracking number, you'd want to explore a Credit Not Processed claim
