Refund

A fortnight ago Coles Supermarket took a PayPal payment for a weeks food order that was never delivered. Phone calls and several emails were sent to Coles customer service who agreed it was their fault and offered a $20 credit with full refund to follow in a couple of days. There has not been a refund.
I have tried several times to start a case in the PayPal resolution centre and it leads me around in circles getting nowhere.
Being a very old aged pensioner, Coles withholding a weeks food money is totally disgraceful and I will never shop with them again nor depend on PayPal backing as Coles seem very aware that they don't have to bother refunding.

Thank you.
I tried several times without success yesterday so switched browsers on the computer this morning and was able to proceed with a case.
