Refund on scam preorder over 180 days old decamove

Hi, i made a preorder in August for a device that was never shipped, since it had passed 180 days i cant open a dispute on the product. How do i go about getting a refund on this purchase?

180 days is more or less 6 months, so if you paid in August of this year that is only 2 months approx so why can't you open a dispute?

Then sadly nothing you can do on Paypal.

If the seller is in the same country as you then maybe a small claims court action if you have that in your country?
