Refund not processing - different countries

Hi everyone,

 

I've made a purchase in November 2023. I have never received the goods, so I opened a case that was closed in my favor. When I ask the personal assistant online, it tells me that it cannot find any refunds and that no refunds have been issued in the last 60 days. After answering a few questions it then tells me that they've closed the case in my favor and that a refund was processed on January 31, 2024 and that it can take 3-5 business days. It's now been two weeks and nothing has shown on my account. 

Note that I opened this PayPal account in France, but I now live in the United States. The transaction was made to a PayPal account in the USA. Not sure if that's part of the issue. When I call the customer service in the US, they tell me to call the one in France, but unfortunately I can't call them from my phone here.

Any help is appreciated. Thanks in advance
