Refund if I return the item to USA. But it was delivered from local Australian warehouse

Seller agrees to refund if I return the item to a dropship address in USA ([removed] City Of Industry, CA [removed]). I bought the item relying on their shipping information saying delivery was from local Australian warehouse. I would understand if the return is going back to China but how come PayPal would allow the seller demanding a return to USA?

Lots of websites/companies have delivery depots in lots of countries, but returns often go to another central depot normally in one country only.
If you have opened a dispute for item received but not as described and won the claim then you would need to return the item back to the address that paypal give you and provide a tracking number for that address to show delivery of the item.
Advice is voluntary.

It's just the seller explicitly says 'local Australian warehouse' on their FAQ. I think not only Australia, but most common laws countries, would consider it as a fraud for misleading conduct and void the contract due to the non performance by the seller.
I had a chat with the PayPal agents last night and was advised to send the item to US even though it doesn't make any financial sense to do so. It's not a problem of returning at buyer's cost but the seller can basically name anywhere in the world, likely on the other side of the world, make it cost prohibitive to deter any refund or return. The provided Californian address shows many reports of missing returns and denied refund.
It was not a criticism on the agents but it was sad to see PayPal turning a blind eye on apparent fraud.

I always check return policies on websites before purchasing, if they say contact us via a webform for a return I hit the back button.
If they give a return address and a phone number then I go ahead and buy.
Its rare on websites on Social Media for example to ever give an address or phone number in their contact or returns policy.
Personally if you want to make a point then I would return the item to the U.S address without tracking. Then I would send a letter to China (or wherever they want you to return it) explaining where the item is. I would send the letter with tracking and then give paypal that tracking number as proof of return. Its not lying, you will have returned it !!

I understand the difficulty present in deciding whether to return to an address other than the seller's address for the seller's promise of a refund, or holding out for the PayPal case to get a refund that will require shipback internationally. I wanted to pop in and clarify a couple of things to prevent misunderstanding.
The return address in a Significantly Not As Described case is the one that must be used to get a refund. No proof other than the online tracking showing delivery to that address would be sufficient to qualify for the refund. Though a creative solution, a letter would not suffice. We also cannot compel the seller to provide a promised refund if the case instructions are not followed.
