Refund held by limitation on account

So my account was limited last summer due to me being underage when I made it, I’m 21 now. I was refunded the first instalment for a pay in 3 order shortly after my account was limited. To this day it still says refund pending because I cannot receive money due to the limitation. I’ve probably spoken to about 30 people at customer support and they all tell me differing things: - Wait 180 days and the money will appear in your bank (I did this but no joy as the refund was never in my PayPal balance to begin with) - You are due a refund but you need to lift the limitation. - Create a new account? (Was also told to do this when my account was first limited so I have) - Ask for a review of the account to lift the limitation. (It says I’m permanently limited) - You are a liar and have received your refund, talk to your bank (spoke to the bank and they said they have no idea about it but I haven’t received a £41.44 payment, the money that I’m owed) - Pay in 3 sees it’s a limitation and sends me to account limitations, account limitations sees it’s a pay in 3 and sends me back etc. - Close the account and create a new account with the same email (wouldn’t that wipe all the transaction history including my pending refund? Also, I can’t) I was just wondering if anyone has had this issue and could let me know how it got resolved, any help would be much appreciated! Thanks
