So I sold a phone through Paypal. I instantly transferred the funds to my bank so I would be safe from any kind of scam but I guess I was wrong.
The buyer claimed a refund with his bank 23 days later. Paypal opened an "investigation" and I could submit Additional Information about the claim on Paypal's website.
I post full text message logs of a guy buying my phone, I upload 3 Royal Mail emails with a picture of the phone at his doorstep. Couple days later they successfully refund the buyer and asking me to pay the debt.
It's so obvious they just refunded him without looking at anything. How the hell does stuff like this go through, he's commiting fraud not only with paypal but with his bank provider as well.
The funny thing is that the Royal Mail picture of delivery literally shows like 4 parcels at his doorstep when they delivered my phone. This guy is probably cleaning up like 5 people weekly for thousands of pounds.
So yeah.. I wanted to say stay safe and just make people pick up your items for cash.

To win an item not received dispute you have to provide a tracking number that shows online that is has been delivered to the buyers paypal registered address.

Hello @asas111
Thank you for writing in the PayPal Help Community!
I completely understand your concern about the outcome of the case and the negative balance in your account. Chargeback is when a buyer reports a transaction with their card issuer for the refund. PayPal will always update you about the chargeback and continues to use your response to the enquiries in the resolution center to contest the Chargeback with the card issuer. Chargebacks are initiated outside of PayPal and controlled by the card issuer. And the credit card company, not PayPal, decides the final outcome. Unfortunately, the credit card company has decided this case in favor of your buyer, and PayPal had to reverse the transaction.
More information about chargebacks can be available in these article :
What is a chargeback, and why did I get one?
What information do I need to provide to PayPal if I receive an Issuer Chargeback for an Item Not Re...
Does Seller Protection include Item Not Received chargebacks from buyers?
Thanks for the help @kernowlass!
I hope this information helps you,
Bindu
