Received empty package from merchant, but can't notify PayPal

Hello community!
I made a purchase from an admittedly shady seller and started a case and escalated it for a refund. After doing to so the seller provided a tracking number. I received their package today and it's a single plastic keychain. I ordered a washing machine top table.
There is no way to talk to a person who works for PayPal or upload pictures of the said package to my resolution center case. How can I notify PayPal on this development about my dispute?

Click on 'view' in the resolution centre and CHANGE the dispute from non receipt of item TO item recieved but not as described before the dispute auto closes.
If you have escalated then contact customer services and request the change.
Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
