I have setup a seller profile to receive a one off payment. The purchaser says they have paid, but I don't see any indication. I also received 2 emails saying that I don't have a premium account and the purchaser needs to pay nearly $1000 more. What can I do?

THIS IS A COMMON SCAM.
You never pay any upfront fee as a seller.
Ignore scammers that send fake Paypal emails telling you that you need to pay an upfront fee to verify/upgrade to a business account/or any other reason to accept a payment.
They also say that the buyer has to pay extra which you refund before getting your payment. They will ask you to issue a refund by sending the funds ''other'' than using paypal. You will never see any funds in your paypal balance.
You would certainly never have to send funds especially via another payment processor/bitcoins/ or tokens/vouchers of any sort which is what the scammer tells you to do via FAKE paypal emails.
Any fee is auto deducted by Paypal at the same instant the remainder of the payment is credited to your Paypal account balance.
No funds in your balance = you have not yet been paid, even pending/held payments will still show in your Paypal account activity.
You do not need to upgrade to receive funds.
Advice is voluntary.
Kudos / Solution appreciated.
