I received a random .80 cent payment from someone I don’t know without any information. I don’t have anything listed for sale anywhere. Should I just refund it? Or ignore it?

Check first to make sure you were not charged a fee when you received the payment, if so then that fee is not returned as part of any refund that you make, so if you want refund minus the fee or just wait till you hear from the sender, its such a low amount they may not bother about it.

I have received two more of these small (50-90cent) payments from random people with bogus-seeming addresses in the Netherelands. What do you think the point is? No doubt this is a scam, is the scammer hoping I will contact them and they will pump me for personal info?
