Hello I have tried to get my refund. I don't understand why pay pal allows the sellers to send product from a us address but we cant return the item to the same address. it is impossible for us to get items back to china in a timely manner, and the cost is excessive. I have confirmation that it was delivered to the us address and I feel I should get my full refund. I have tried to reach out to the seller at the email address and no reply. I feel I should get the full refund. I also spoke with louis Vitton and they said they don't sell through a online company so this is counterfeit products. How come your not protecting the consumer. Please assist me with my refund.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.

So they give you 'some' buyer protection but the onus is on you to risk assess your transactions.

They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.

The best thing is to not buy from them in the first place, to recognise them -

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.

IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.

Although they will compensate you for some of the cost if you have activated this at some point before you made that transaction.

You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.

Paypal is in bed with the seller right when they fund them and then deny responsibility. Period.

I am not proud of it, but fell for a coin scam from a Chinese seller (Before some clown steps in and says something about determination of it being a counterfeit - these are coins that have not been issued yet by the US mint.)

 

They seem to have a script:

1. Offer 50% Refund

2. Offer 100% Refund and return to China

3. Either it gets "lost" or they claim some sort of problem to deny payment

4. Paypal merrily complies and the buyer is hosed.

 

The USPS regulations, Section 136.3 under nonmailable goods says, in its entirety, Any type of counterfeit or pirated article is prohibited in outbound international mail. That's it! Paypal says you can return them. Sure!

 

I always use the credit card as my source of funding, so I'll start that process. This shouldn't be necessary.

I appreciate you sharing the details of your issue and completely understand you being upset. I know how discouraging it can be to receive an item that is not as described and to just want a refund.

As you can imagine, it is extremely difficult for us to reach a decision that satisfies all parties. A common outcome for receiving a different item is to return it and receive a full refund. This is to avoid one party having both the money and the item.
