Purchase protection on digital goods?

Hello & Thank you. I’ve read the terms for paypal purchase protection, and all the language regarding accepted claims seem to be for physical goods. Either the physical object is different from the listing or it is never recieved. Can either of these claims be charged for sellers of digital goods? If I never receive a digital product or credit on a website’s store, which I purchased using paypal, where does this fall under the protection terms & conditions? Thanks again!
