Provide SSN/EIN/ITIN? But this is a charity, no goods and services provided.

I'm being told that I need to confirm my U.S. taxpayer status, "because you receive payment for goods and services..." But my account is for a nonprofit religious institution, we do NOT receive payment for goods or services, we only receive charitable donations. So do I need to proceed with sending in my tax information, or will that confuse PayPal or the IRS into thinking that taxes are due? What will happen if I don't update?
