Product dissatisfaction

I purchased a lap top from WISH Dec 25 2020. The package did not include the power adapter, clearly illustrated in the manual. They asked for and I sent pictures of the laptop (but not the missing cable!). I have clearly stated I am not looking for a refund just the missing cable - which I stated I am willing to purchase.

 

It is five (5) months since I purchased this laptop. The recent decision by PayPal stated "We have reviewed this transaction(s) and are denying your case(s). This decision was made because if an item is materially similar to the seller's description, we do not consider it to be significantly not as described." REALLY!

 

I am unable to operate my laptop without the power adapter cable.
