Problem withdraw money from limited paypal after 180 days

Dear PayPal customer support,
After a 180 day hold on my account I was informed I am eligible to withdraw my funds . Unfortunately after that time passed I need to add a new credit card to do so. But adding a new card to withdraw my funds ends up with the message "There is a problem with your account. Please go to the resolution center so we can help you resolve this quickly." I am kindly asking to help me out in this case to get a new card or bank linked.

You can't withdraw to a credit card in the U.S only a debit card.
Try adding and confirming a debit card.
If that doesn't work you would need to contact customer services.
